Bringing about the buy-in factor for a unified standard for sign langs

In my understanding of the Cyberling objectives, part of our tasks is to communicate with the community of users the importance of the cyberlinguistic infrastructure for their and others' work, before we can really sit down and build the infrastructure. To my knowledge, existing sign writing and annotation systems are neither popular with Deaf communities nor among sign language linguists. So the task of creating a unified standard is a difficult task in itself, made more challenging by the fact that the many opaque issues it raises serve to cloud its target community of practice from seeing its benefits.My background is not in annotation standards, so my question is primarily for those with backgrounds in annotation conventions and frameworks. How was the buy-in gotten for you? Do you find this valuable?
